Offshore Drilling

 

SciWrite's founder, Lee Harding, began consulting in wildlife biology in 1972, studying the impact of hydrocarbon exploration and development on wildlife in northern terrestrial and marine ecosystems. Projects included offshore drilling in the Beaufort Sea, associated natural gas plant and pipeline development proposals and seismic exploration.  (see his resume for more details.)

 In 1976 Harding joined Environment Canada as an environmental design biologist, representing the Department in oil and gas-related projects in the  Northwest Territories and Alaska.  The latter included an assessment of environmental impacts of drilling fluids in Cook Inlet (see photo at left).  In 1978, he moved to a position as a science manager in Yellowknife, NWT, Territories, where he served on licensing boards for offshore drilling and ocean disposal and managed pollution assessment studies. One hundred thirty-five offshore wells were drilled in the Beaufort Sea during his tenure there.  He represented the Department at public hearings regarding offshore drilling licenses throughout the Arctic and participated in the design of the Baffin Island experimental oil spill program (AMOP, Arctic Marine Oilspill Program).  
From 1980 to 1992, Harding managed marine pollution assessment and ocean disposal programs for Environment Canada in North Vancouver, British Columbia. In this capacity he led oceanographic research cruises into every part of the B.C. coast, including offshore drilling areas in Hecate Strait and Dixon Entrance.  In 1989 Harding led a multi-agency environmental response to, and subsequent impact assessment of, a major oil spill on the west coast of Canada. In this capacity he directed teams of terrestrial and marine biologists and personally undertook studies of long term persistence of oil in intertidal and subtidal environments and effects on fish and wildlife.  He was an expert witness in a successful, precedent-setting federal suit to recover environmental damages.
