While
with Environmental Protection Service of Environment Canada (1976-1994),
Dr. Harding developed a new marine biological assessment program for the
Arctic, led national development of federal
policy for marine environmental quality, and led interdepartmental
development of a marine ecosystem monitoring program and a marine
ecosystem classification system for Canada’s marine regions.
During 1980-91 he managed Environment Canada's marine biological
programs on the west coast of Canada.
From 1991 to 1993 he led national marine environmental quality
initiatives including a marine ecosystem classification system and
ecosystem health monitoring program for Canada’s marine regions.

Since
taking early retirement from the Canadian Wildlife Service, where he led
the design of the Georgia Basin Ecosystem Initiative, Dr. Harding has
continued to contribute to marine ecosystem conservation internationally
(see Recent Projects). Of his more than
100 scientific and popular publications in such diverse disciplines as
marine ecosystems, wildlife biology, toxicology and climate change, many
are on fisheries-related topics and three are in the Fisheries and Oceans
Canada report series, Fisheries and
Aquatic Sciences
